The Conference of Peripheral Maritime Regions brings together more than 150 Regions from 24 States from the European Union and beyond. In particular, the Atlantic Arc Commission gathers 15 Member Regions from Portugal, Spain, France, Wales, Ireland and Québec. Representing about 200 million people, the CPMR campaigns in favour of a more balanced development of the European territory. It operates both as a think tank and as a lobby for regions.
Through its extensive network of contacts within the EU institutions and national governments the CPMR has, since its creation in 1973, been targeting its action towards ensuring that the needs and interests of its Member Regions are taken into account in policies with a high territorial impact. The Atlantic Arc Commission advocates for a more sustainable Atlantic area on topics such as fisheries and aquaculture, marine renewable energies, connectivity, decarbonisation and prevention of ocean pollution.

Fórum Oceano is the managing entity of the Portugal’s Blue Economy Cluster, certified and recognized by the Ministry of Economy and Sea. It is a non-profit organization whose mission is to promote and enhance the economy of the sea in Portugal, supporting the sustainable development of the maritime sector in Portugal, promoting innovation, entrepreneurship and cooperation between entities in the sector. For this, it develops several initiatives and projects aimed at strengthening the competitiveness of companies and institutions operating in the economy of the sea.
Among Fórum Oceano’s main activities are the promotion of research and development of new technologies, facilitating access to funding and investment, and supporting the internationalisation of companies and institutions in the sector.
Forum Oceano has more than 160 members from various sectors, bringing together companies, associations and institutions in the sector and playing a key role in promoting the economy of the sea in the country.
Fórum Oceano is also the entity responsible for creating the global business model of Hub Azul Portugal, a network of innovation infrastructures for the Blue Economy, of the Recovery and Resilience Plan of the European Commission.
Fórum Oceano is also the leader of the Portugal Blue Digital Hub consortium, a digital innovation hub for the Blue Economy.

CEI·MAR is integrated by all the Andalusian coastal universities that define the marine facade of the Andalusia region, all of them with a wide academic offer and scientific background in marine-maritime sciences, CEI·MAR is completed by seven public research and technology institutions at international, national and regional level.
CEI·MAR’s mission is to create an academic, scientific, cultural, research and innovative platform promoting the specialization, training and research related to the marine-maritime field fostering to the Blue Economy knowledge transfer generated on innovative and sustainable solutions to the industry needs and trends and society’s challenges, contributing with the competitiveness of the territories.
CEI·MAR has the official accreditation by the regional government of Andalusia as a Technology and Knowledge Transfer Entity acting as Regional Agents of Knowledge System of Andalusia.

The Québec Government Office in Brussels, inaugurated in 1972, seeks to promote Québec and its interests in Belgium, Luxembourg, and the Netherlands, as well as within the European institutions. The Office works closely with relevant Ministries and organisations in Québec to foster connections with European interlocutors and develop mutually beneficial collaboration projects. In the context of the Transatlantic project, the Ministry of Transport and Sustainable Mobility of Québec is the main partner, building links between the different actors involved: maritime research institutions, innovation clusters and port authorities, to name a few. Québec boasts a large territory on the Eastern side of Canada, facing the Atlantic Ocean. The maritime dimension is at the core of Québec’s identity, which is built around the St. Lawrence river, a strategic waterway and the gateway to the heart of North America.

Wales is one of the four nations of the United Kingdom, with a population of 3.13 million. The Welsh Government has responsibility for economic development and other devolved policy areas.
Our International Strategy sets out Wales’ approach to international engagement, emphasizing co-operation with other European regions in areas of shared interest, such as research and innovation. To support cross-border and international activities to encourage economic co-operation the Welsh Government has put in place Agile Cymru. This project aims to deliver cross-border and international economic co-operation across shared interests. It includes flexible grant schemes to support co-operation activity across themes and sectors.
Wales’ energy and environment sector employs over 58,000 people, generating over £4.8 billion in revenue. The sector excels in energy and waste management, water treatment, environmental monitoring, and the built environment. It is a dynamic sector with rapid innovation in marine energy initiatives and low-carbon projects. Utility companies are increasingly investing in sustainable energy sources, and the deep sea ports of Wales are well-equipped to support renewable projects, reinforcing our strategic focus on the blue economy.
